The law establishing the agency was signed by His Excellency, ENGR. Prof. Babagana Umara Zulum MNI, FNSE., the Executive Governor of Borno State on 11th December, 2019. BACSDAHR is saddled with the responsibility of formulating policies, guidelines and programmes to enhance efficiency and streamline activities of humanitarian and development partners with the state’s development plan. Frameworks and strategies for oversight functions, coordination and monitoring of the activities of all humanitarian and developmental partners, including international and national non-governmental organizations (INGOs/NNGOs) and civil society/community-based organizations (CSOs/CBOs) operating in the state shall be established and implemented by the Agency.

We register and maintain the profiles of all humanitarian and development partners including national and international NGOs and civil society/community-based organizations operating in Borno State, indicating their precise sector affiliations and locations of their project(s). We also conduct regular review of the register/profile to determine the consistency of operational reports and general information submitted by partners.
We manage the state data center for the documentation of all development and humanitarian agencies including INGOs/NNGOs and CSOs/CBOs, their activities, project locations and other relevant information relating to their operations in Borno State.
We collect, analyze and review project/programme documents relating to humanitarian, stabilization and development efforts/response operations of partners and advise the State Government as appropriate. We also collate the annual work plans of all partners for documentation and analysis to ensure conformity with the State Development Plan and inclusion in the State Budget Plan. The implementation of the work plans of development and humanitarian partners is subject to review and approval by the Agency, in line with the State Stabilization and Development Plan.
We facilitate internal coordination and foster collaboration and information sharing among the state MDAs towards the achievement of the State Development Plan. We keep all stakeholders abreast of key issues, policies and developments through transparent, timely and efficient flow of relevant and important information.
We represent and act in the interests of the people of Borno State by ensuring that all humanitarian and development partners and operations are efficient, transparent, accountable and address the needs and safeguard the dignity of the people, in line with the State Development Plan.
We provide policy guidelines for INGOs/NNGOs and CSOs/CBOs to enable them harmonize and align their activities with the State Development plan.
We serve as the main clearing house for all humanitarian and development support partners including INGOs/NNGOs and CSOs/CBOs operating in the state, and channel/link with the appropriate government MDAs responsible for implementation.
We register and keep a database of unemployed youth in Borno State and work with relevant national and state agencies including private sector to improve opportunities for gainful employment in an outside the state. We organize employability trainings and workshops to enhance youth capacity and position them for gainful employment.
We coordinate joint monitoring and evaluation of all projects and programmes on humanitarian and development activities as well as the implementation of the State Development Plan.
We facilitate periodic/quarterly and ad-hoc/emergency coordination meetings of humanitarian and development partners to review progress, address challenges and track impact of programming.
We prepare annual performance report for the state humanitarian and development coordination committee and also convene annual stakeholders’ consultative meetings to review annual performance reports.
We issue certificates of recognition to partner organizations that successfully complete their registration with the agency. The certificate, issued upon completion of registration procedures, shall be a conclusive evidence of authority to operate in specific location(s) or throughout the State as agreed between the Agency and the operating partner(s). The certificate is renewable every three (3) years, subject to satisfactory review of value addition and positive impacts of the activities of the organization on the lives of target populations and contributions to the development of the state.

We shall ensure good and secured connectivity and infrastructure network, evenly spread across locations to support economic recovery and catalyze development across all sectors. We shall adopt sustainable solutions to enhance access to critical infrastructure and amenities including road networks, drainages, potable water including irrigation to farming areas, telecommunication, electricity grids among others across the length and breadth of Borno State.
